As a foreigner, declaring your place of residence (gyvenamosios vietos deklaravimas) is a vital step to access public services, such as registering a car, securing a spot in a kindergarten, or receiving state subsidies.
The process differs slightly depending on whether you are an EU citizen or a third-country national:
Before you can declare your address, you must have a document confirming your right to stay in Lithuania:
EU Citizens: A certificate confirming the right to temporary (or permanent) residence.
Third-Country Nationals: A Temporary Residence Permit (TRP) or a Permanent Residence Permit.
In Vilnius, you can do this in three ways:
At the Neighborhood Office (Seniūnija): Based on your actual place of residence (e.g., if you live in the Old Town, you go to the Senamiestis seniūnija).
At the Vilnius City Municipality: Located at Konstitucijos pr. 3, at the Customer Service Department.
When visiting the seniūnija or municipality, bring:
Identity Document: Passport or ID card.
Residence Permit: The card or certificate issued by the Migration Department.
Owner’s Consent: This is the most important part. If you do not own the property, you need:

Or a lease agreement where the owner has explicitly stated that the tenant is allowed to declare their residence.
If the owner has already provided consent via epaslaugos.lt, you only need to submit your request.
